PANA Publishes Draft Report And Draft Recommendation

On June 30, the draft inquiry report that provides conclusions identifying contraventions of EU law and instances of maladministration and the draft recommendations of the PANA Committee were published. On the same day, the European Parliament provided Briefing on EU Legislation in Progress regarding public country-by-country reporting.

Draft Inquiry Report 

PANA Committee's findings on discrepancies between the practices revealed in the Panama Papers and EU law, notably the Directives on Anti-money Laundering (AMLD) and on Administrative Cooperation in the field of Taxation (DAC), have been presented in the report. It includes a factual part collecting and analysing the evidence taken into account by the Committee to arrive at its findings as well as the conclusions identifying contraventions of EU law and instances of maladministration, the Committee informed.

Draft Recommendations

The draft motion for Parliament recommendation to the Council and the Commission contain the co-rapporteurs' recommendations on how to improve the EU framework regarding, inter alia, Anti-money laundering and administrative cooperation in the area of taxation. 

The consideration of both documents is scheduled for the Committee meeting on 10 July 2017 in the afternoon. Both reports will be open for amendments in the Committee with a deadline set on  September 5, 2017.

Briefing On Public Country-By-Country Reporting

The proposal is being considered by the European Parliament (EP) and the Council. In the EP, the ECON and JURI committees jointly voted their report on 12 June 2017. In the briefing, the Parliament provided views of the advisory committees, national parliaments as well as stakeholders’ views. The next steps expected is plenary votes.
