Protocol to Singapore-Russia DTA Enters Into Force

On November 25, the Protocol amending the existing Singapore-Russian Federation Avoidance of Double Taxation Agreement (DTA) entered into force.

Protocol to DTA

The Protocol was signed on 17 November 2015 and entered into force on 25 November 2016. Its provisions shall take effect from 1 January 2017. The Protocol lengthens the threshold period for determining the presence of a permanent establishment and lowers the withholding tax rates for dividends, interest and royalties. The changes are expected to enhance trade and investment flows between the two countries.

Taxes Covered

The existing taxes to which the Agreement shall apply are in particular:

  • in the case of the Russian Federation:
    • tax on profits (income) of enterprises and organisations;
    • the income tax on individuals;
  • in the case of Singapore:
    • the income tax
