China special e-fapio mandatory VAT invoice pilot expands

Chongqing, Dalian, Qingdao, Shaanxi, and Tianjin are the most recent provinces to join the national rollout of the digital e-fapiao for taxpayers’ trial program in January 2023. 

After the last wave of 25 regions entering the pilot, China’s State Taxation Administration (‘STA’) has continued to expand the adoption of the unique e-fapiao e-invoice system based on national invoicing platform. On August 28, 2022, 13 additional areas joined. Gansu, Guangxi, Guizhou, Hainan, Heilongjiang, Jilin, Liaoning, Ningxia, Qinghai, Shanxi, Tianjin, Xinjiang, and Yunnan were among the new areas. 

In order to manage recording and avoid VAT fraud, these are replacing the long-standing paper-fapiao invoices that are pre-printed for the company and have unique invoice numbering.
